Your morning news roundup for Friday September 28th, 2007:

Canada has a $13.8beeeellion surplus, which Harper says will be used to pay down the national debt and will result in future tax cuts. Torontonians, don't expect a penny to be handed out to your broke and sorry butts.

New by-laws and vendor fees aim to curb the illegal sale of fireworks (and hopefully also reduce incidents and injuries caused by youngsters having "Roman candle wars").

Nippertipping (v.): a term coined from a derogatory word for the Japanese and the rural prank known as cow tipping, consists of sneaking up behind fishermen and shoving them in the lake. The fact that there's actually a term for this is rather disturbing.

How is it that a convicted Indian airplane hijacker (who was originally sentenced to death) can escape to Canada, claim refugee status under a false name, get a degree in law at a Canadian university, begin practicing law in a Toronto-area firm, and not be deported?
