Toronto city council has voted in favour (37-5) of a series of motions urging Ford to apologize for his recent behaviour. After an heated six-hour debate, council voted not to refer recent revelations of drug and alcohol abuse to the integrity commissioner and instead decided to urge the mayor to say sorry.

The vote comes as newly released court documents reveal that Ford's staffers told police the mayor may have been with an escort in his office.

Former special assistant of communications Isaac Ransom told cops he thought Ford was with an escort in his office on St. Patrick's Day 2012. He said the mayor drank half of a 40 oz bottle of vodka in his office and took an OxyContin pill, according to the Sun.

The papers, ordered unsealed this afternoon, also say that a waiter at Bier Markt on the Esplanade told police he heard Ford take "two sniffs" in a private room. The mayor's staff reportedly told him to keep quiet about the incident.

Other allegations from the police documents include staff reports that they were tasked with buying alcohol for the mayor and that Ford was urged to stay away from the Garrison Ball by former chief of staff Mark Towhey.

The papers also say Former aide Chris Fickel told Towhey he saw the mayor drink vodka while driving.

"I'm moving on - you guys can do what you want," Rob Ford said shortly before the vote. He moved a motion that would require all councillors to submit to random drug tests but was ruled out order by the speaker.

Ford did not address the reports, which have not been proven in court, following the vote.

The mayor has not been charged with any crimes.

It's not clear whether he will comply with any of the requests.
